I would appreciate knowing apart from the requirement already either Wamp or Xampp meet that as I install Windows 64 bit no say in the forum .... I need to work on local host p / then climb in my hosting me get error 403

You should check your local server characteristics. E.g, you can create any php file in the root with <?php phpinfo(); ?> and call this file in the browser.
