I know some knowledge about yii framework, how can I prepare our local payment module for ORE.

Is there any body to help me in this section?

All options for payments systems are located in /protected/modules/payment/models/paysystems
You can create your own class to handle payments via your local system.
But good advice to save your time: contact us to order customization
